Marty is from Southern California. He has lived in Leesburg for 30 years. He has a bachelor's degree in economics and computer science from Portland State University. He lives with his wife, Doris. He has five children, nine grandchildren, and three great-grandchildren.

He used to work as a government contractor for the Federal Aviation Administration. He served in the United States Air Force as a staff sergeant.

Marty Martinez used to be the vice mayor of Leesburg, Virginia, and he was on the Leesburg Town Council. He was first elected to the town council in 2002. He was vice mayor from 2004 until 2006 and was elected again in 2019.

- Delegates have the power to write, sponsor, and vote on proposed legislation, including all bills related to the state budget, which begin in the House of Delegates.  
- The House of Delegates consists of 100 members, each elected to represent one district.  
- Delegates serve two-year terms and receive an annual salary of $17,640.
