Vivian Watts went to Trenton (Michigan) High school. She then attended the University of Michigan, where she earned her Bachelor of Arts degree in English with minors in Mathematics and Psychology. She currently lives with her husband in Virginia, and has two children.

Vivian Watts worked on the U.S. Advisory Commission on Intergovernmental Relations from 1990 to 1994. She was a consultant for Transportation and Finance from 1990 to 1993, and the Virginia Secretary of Transportation and Public Safety from 1986 to 1990. Vivian also worked as a Congressional Legislative Assistant from 1979 to 1980, and a State Legislative Aide from 1979-1981.

Vivian Watts is currently the state delegate for Virginia's 39th district. She was elected in 1996 and has served 13 terms. She is a member of the Courts of Justice Committee, the Finance Committee, the Rules Committee, and the Transportation Committee.
