Fred was raised by a single mother in Macon, GA. Fred went on to earn a bachelor’s degree from Mercer University, and an MBA from Wesleyan College. Currently, Fred is an entrepreneur and a small business owner. He lives with his wife and son in Gainesville.

In 2018, Fred Swan ran for Agriculture Commissioner but lost in the general election to Republican Gary Black. At the beginning of 2018, Swann had announced his campaign to become the U.S. Representative for Georgia's 8th District, but he withdrew before the Democratic primary to run for Agriculture Commissioner.
