Cheryl has a bachelor's degree in history with a concentration in asian history from the University of Rochester and a law degree from American University.

Cheryl owns a legal services business, Richardson Legal Services, PC, she is an Administrative Hearing Officer for the city's Tax Refund Intercept Program and she teaches estate planning for paralegals at Kennesaw State University. She was in the army for 22 years. She previously worked for the law firm J.D. Brown practicing Elder Law.

As a city council member, she voted to deny converting part of the Radisson Hotel at South Marietta Parkway and Interstate 75 into low-cost senior apartments for veterans.

As a city council member, she said that the city needs apartments as a housing option but whether they should be built depends on several factors, including numbers.

As a city council member, she said, "I think apartments are a good idea. I would have liked to see 200 \[in the Cobb Parkway development\]. I think 300 might to be too many. But I'm OK. I can live with 300. Would I have said yes to 300 closer to the Square? No. It's all going to come down to where, what they're going to look like, how many?"
