State Court Clerks are responsible for all administrative and financial duties within the State Court. The office is split into four divisions: Criminal, Civil, Courtroom Duties, and Accounting, meaning that practically, the office can help you with all questions regarding traffic offences, fees, and court proceedings (pretty much everything except legal advice). They also handle the recordings for all state proceedings and any money that comes through the State Court office.
