Richardson received his bachelor's degree from Brigham Young University in 1982 and J. D. from St. Mary's University School of Law in 1987. He was raised in a military family, has lived in Europe and South America for 10 years and is fluent in Spanish. An avid photographer, he was an assistant photo editor of his university yearbook and is frequently published in state and national running publications, as well as the State Bar Journal and other legal publications.

Bert is a judge for the Texas Court of Criminal Appeals. He previously served as an assistant district attorney for Bexar County and as an assistant U.S. attorney for the Western District of Texas. He was appointed to the 379th District Court of Bexar County in 1999. He also served as a senior visiting judge in over 50 counties across Texas from 2009 to 2014. Before taking the bench, he was an adjunct professor at San Antonio College and St. Mary's University School of Law for over 20 years. 

Bert is currently a judge for Place 3 of the Texas Court of Criminal Appeals. He was first elected in 2014 and reelected in 2020. He is currently serving his second term.
