Phil is an education leader. He previously served as assistant superintendent for Grand Prairie Independent School District (GPISD), where he oversaw district operations and administered school bond programs. He later served as deputy chief of operations for Dallas Independent School District (DISD), providing leadership across facilities, maintenance, child nutrition, and construction services. 

Phil previously served as Assistant Superintendent in Grand Prairie ISD. He later served as Deputy Chief of Operations for Dallas ISD. Phil is currently running for Grand Prairie Independent School District school board Place 4.
