Bill Rickert

Bill is from New Orleans, Louisiana. He attended Loyola University New Orleans. He has a bachelor’s degree in computer information systems from Loyola University New Orleans and a master’s degree in business administration from the A. B. Freeman School of Business at Tulane University in New Orleans, Louisiana. He lives with his wife in Sugar Land, Texas.

Bill is a candidate for Fort Bend County Treasurer. He previously spent more than 30 years in business and technology. Most recently, he served as Vice President of Imaging Compute Services at Petroleum Geo-Services, where he managed the infrastructure behind a $200 million global seismic imaging business. Earlier, he was Regional President for Imaging & Engineering in North and South America at Petroleum Geo-Services, with profit-and-loss responsibility for a $90 million operation spanning Houston, Villahermosa and Rio de Janeiro. He later co-owned an outsourced controllership firm that provided advanced financial technology services.

Freeman School of Business, Tulane University, New Orleans, Louisiana. He and his wife, Lisa, have been married for 42 years. They have two daughters together.

Before taking public office, Bill was vice president of imaging compute services at Petroleum Geo-Services. He also co-owned an outsourced controllership firm. 

Bill previously served as a member of the Fort Bend County Republican Party Executive Committee.

Financial Management

Jeffrey L. Boney is originally from Houston. He earned a bachelor's degree in business management from Texas Southern University. Jeffrey lives with his wife, Sharwin, and their three children in Missouri City.

Jeffrey currently works as an associate editor for the Houston Forward Times. He is also the founder and chief executive officer of the Texas Business Alliance and serves as vice president and chief financial officer of BonaFide Development Group. Jeffrey previously worked as a bank executive at Washington Mutual Bank for 11 years and served as president and chief executive officer of the Greater Houston Black Chamber.

Jeffrey is currently a member of the Missouri City Council.

Jeffrey currently serves as a member of the Missouri City Council for District B. He was first elected in 2017 and is in his second term.

Jeffrey L. Boney

- Receives and deposits all county revenues, and records receipts and expenditures while reconciling bank statements.
- Acts as chief liaison between the county and depository banks, disburses funds upon the order of the commissioners court, and might prepare payroll.
- Could be selected as county’s investment officer and submit regular reports on county finances to commissioners court.
- Can also be county’s human resources officer, employee benefits coordinator, risk manager, insurance coordinator, and assist with audit responsibilities.
- County treasurers are elected through partisan, county-wide elections to four-year terms. Candidates must be a U.S. citizen, at least 18 years old, have been a Texas resident for at least 12 consecutive months, a county resident for at least six consecutive months, and registered to vote in that county.
