About Candidate – Haris For Newyork

Haris Bhatti graduated from Cornell University.

Haris Bhatti has worked with members of the New York State Assembly and Senate on election-law legislation and collaborated with international legislators on academic policy.

In my opinion, dynamic pricing is like a monopoly charging a different price to different people based on their ability to pay. And we all know monopolies are a market failure in economics. I support legislation at the municipal, state and federal levels of government that will ban dynamic pricing for ticketing and all other goods and services.

Arts & Culture – Haris For Newyork

7. Dissolve Ticketmaster because TM is a monopoly in my opinion.

Article I, Section 8, Clause 5 of the U.S. Constitution gives Congress the power to coin money, regulate its value and foreign coins, and set the standard of weights and measures. Therefore, the delegation of this power to the Federal Reserve is unconstitutional. I seek to abolish the Fed and make Congress lower interest rates to zero. I also seek to end the war for oil (No more blood for oil).

Abolish the Federal Reserve – Haris For Newyork

I support H.R.1846 – Federal Reserve Board Abolition Act

I also support H.R. 24 to Audit the Federal Reserve

Calls for dissolving Ticketmaster, which he considers a monopoly.

Seeks to abolish the Federal Reserve and have Congress lower interest rates to zero.

My goal is to continue investing in Arts and Culture, and I am taking on the ticketing matters to reduce the costs so that more people can attend Broadway plays and enjoy live entertainment in Manhattan and in New York city in general. That starts by stopping Ticketmaster and anyone else (e.g. ticket brokers) from marking the price up of tickets.

I support a ban on the resale of tickets above face value. In fact, we will be able to better detect bots when the BOTs resell the ticket above face value.

Under Arts and Cultural Affairs (ACA) CHAPTER 11-C, TITLE G, ARTICLE 25 SECTION 13, New York State Licenses ticket resellers (e.g. Ticket Brookers). I seek to repeal this law and ban ticket brokers (without prohibiting resale of tickets at face value or below).

I hope to prohibit the resale of tickets above face value, and allow any person to sue the ticket seller for selling a ticket or tickets above face value. I hope to lobby the federal government to create a private right of action.

In response to questions at a Joint Public Hearing: To examine potentially unfair and deceptive practices occurring in New York State’s primary and secondary ticket marketplaces for live events in order to identify any legislative and policy reforms, the Buffalo Bills stated, “However, as it relates to the nature of this question, the Buffalo Bills do not restrict the transfer or resale of tickets and do not charge fees for the same. If a consumer wishes to resell its tickets outside of the digital ticketing platform environment, we provide a paper ticket to the consumer upon their request at no additional charge.” [20].

I urge all venues to provide a paper ticket at the request of the customer.

New York State Law does not completely outlaw speculative tickets. I strongly urge New York to enact Nevada’s ban on speculative ticketing law.

Nevada law prohibits speculative ticketing under Nevada Revised Statutes § 598.3979, which makes it illegal to resell or advertise a ticket unless it is in the actual possession or constructive possession of the reseller, or the reseller has a written contract with the rights holder to obtain it. [54].

My Swift Proposal

My Swift proposal includes redistributing a portion of the $150 billion taxpayer dollars generating federal loans, and investing in libraries, massive online courseware, and employing adjunct teachers with seniors donating their time as administrators.

Wants to allow consumers to sue ticket sellers for resales above face value.

Calls for New York to ban speculative ticketing, modeled on Nevada law.

Proposes redirecting a portion of federal student-loan funding to libraries and freely available online courses.

10. Create Federal criminal penalties for Bots and enforce the Federal/State Bots Act.

However, there are no criminal penalties under the federal law. The federal government must create criminal penalties for violating the Bots act.

Key Policies, Policy Positions
Universal Health Care

Healthcare is a right, and everyone deserves affordable, accessible care.

Haris For Newyork

“More over, this paper is aimed to propose and support a tax on sugar-sweetened beverages and a subsidy on fruits and vegetables to reduce obesity.”

Obesity is a consequence of energy imbalance of energy intake (food consumption) and energy expenditure (exercise), which is influenced by genetic and environmental factors.

Obesity – Haris For Newyork

My Proposal mirrors Paterson’s proposal. There will be an adjusted sugar/calorie federal tax placed on sugar-sweetened beverages and the tax revenues will be earmarked to subsidize fruits and vegetables. My proposal is a 32% tax on non-diet sodas and fruit drinks. The tax does not apply to water, milk, diet soda, coffee or tea.

There will be a federal mandated subsidy on fruits and vegetables. Each state will be asked to assess the local costs of fresh fruits and vegetables. After receiving the assessment, the federal government will allocate funds to decrease each state’s fruits and vegetables cost by 50%. The funds will be specifically allocated for fruits and vegetables.

Believes healthcare is a right and supports affordable, accessible care for everyone.

Proposes a 32% tax on non-diet sodas and fruit drinks to fund fruit and vegetable subsidies.

Proposes a federally mandated subsidy to reduce each state's fresh fruit and vegetable costs by 50%.

The government should offer grants to encourage universities to publicize open courseware, otherwise the government must demand that all student courses paid by federal loans be made available as open courseware to better evaluate the quality of education. This will offer students an alternative, increase competition and lower the cost of attendance.

Third, establish the State Post Secondary Review Entity (SPRE) in each state, which the House of Representatives derailed by eliminating the $20 million dollars in funding for the program. This will create public oversight of the accreditation of post secondary institutions, and assist in fixing the principal agent problem. The SPRE related legislation described in “Condemning Students to Debt,” can change the education system.

Fourth, changing the bankruptcy code to allow students to discharge their student loan debt, without qualifying for “undue hardship”, and defining all legal terms more leniently. There are 155,000 elderly Americans who have their Social Security checks garnished because of student debt, and millions of young Americans are defaulting. In addition, income based repayment programs must be capped at 8 years of repayments.

There are 155,000 elderly Americans who have their Social Security checks garnished because of student debt, and millions of young Americans are defaulting. In addition, income based repayment programs must be capped at 8 years of repayments. Using the HEA legislation precedent of zero % interest rates, students loans interest rates should be lowered to zero % for 60 months, or using the precedent of the bailout of the big banks’ interest rates, student loan interest rates should be lowered to less than one %, or should be automatically reduced to less than four %.

The accreditation requirements and standards should not tolerate cohort default rates above 15 %, and default rates cannot be higher than graduation rates for universities to attain federal aid money. The government must audit high cost of attendance colleges that expend more than two thirds of the federal financial aid funds, and audit colleges where federal loan default rate is greater than graduation rate.

Proposes requiring federally financed college courses to be available as free online course materials if universities do not publish them voluntarily.

Proposes establishing state entities to oversee accreditation of postsecondary institutions.

Proposes allowing student loan debt to be discharged in bankruptcy without an undue-hardship requirement.

Supports capping income-based student-loan repayment at eight years and lowering student-loan interest rates.

Calls for auditing high-cost colleges with large federal-aid expenditures or loan-default rates exceeding graduation rates.
