During the final comment period, Commissioner Dana Beasley-Brown asked her fellow commissioners to reconsider a six-month moratorium, calling it a due diligence period.

“What we’ve heard from our constituents tonight is exactly why we have a duty to pause,” Beasley-Brown said. “I encourage my fellow commissioners and the mayor to reconsider the six-month due diligence period.”

The moratorium was added to the agenda but failed in a 3-2 vote. Commissioners Dana Beasley-Brown and Carlos Bailey voted in favor of the six-month pause.

We want every Kentucky family to have access to adequate housing and good health care. We want students to be able to afford college.

Discussion focused on the potential impacts the ordinance would have on private property owners and organizations advertising different events on the sides of roads. Commissioner Dana Beasley-Brown expressed concern that the ordinance would limit a person’s ability to do anything outside their home.

“I feel like people should be able to stand at their mailbox and talk to their neighbor, they should be able to sit in their front yard,” she said.

Commissioners also gave early approval to a new ordinance that seeks to improve pedestrian safety along busy roads in town by making it illegal to remain stationary on city owned rights-of-way.

Cut city energy consumption costs. And reduce reliance on electricity, gas and gasoline by a combination of conservation and renewable energy. We need a scorecard on the city website to monitor progress toward reducing energy consumption and costs for energy.

Platform — Tom Morris 2026

National Surveys show a broad concern about data centers, with a large majority saying they don’t want one in their community. Although I am not opposed to ALL data centers (some are needed in order for the internet to work), there are very real concerns, especially around the gigascale data centers that are being built today. I believe that the voice of the people needs to weigh in on the topic.

The heavy handed and secretive way that the data center ordinance was handled showed a callous disregard for the citizens of Bowling Green. A waiting period was needed to hear more community voices. Even now, community voices should be able to weigh in and the ordinance improved to allay concerns of the community. It is NOT acceptable to have a forum AFTER the decision has been made.

Improving our quality of life. Including reducing noise pollution in the city and more restrictive open burning policies. Often, conversations on the sidewalk have to cease while loud vehicles pass by.

Our nation is facing a housing affordability crisis and Bowling Green is no exception. I plan to tackle this crisis in two ways: Looking at zoning to see if there are policies that can increase the supply of affordable housing. For example Auxiliary Dwelling Units (ADUs) are only legal if occupied by a family member. Encouraging ADUs would allow more people to be housed within the limited area of the city, thus increasing the supply of housing.

Our nation is facing a housing affordability crisis and Bowling Green is no exception. I plan to tackle this crisis in two ways: Aggressively directing the city staff to make sure the city is best positioned to take advantage of the recently passed 21st Century ROAD to Housing Act. Where there are grants that need to be applied for, the city needs to be first in line. Where there are policy changes required, the city needs to aggressively work to change those policies.

Many areas still do not have sidewalks, forcing people to walk on the street. Traffic enforcement needs to improve. Disregard for basic safety laws should not be tolerated. Traffic regulations must be strictly enforced and met with a steep fine.

Balancing public safety and privacy is a major challenge. While Flock cameras help our police department solve serious crimes, no one wants unauthorized tracking. Serious questions remain regarding third-party data access by Flock and those outside of Bowling Green, verification of data deletion, and whether mandated warrants are needed, as our state legislature is considering. While at this time I do not support banning these cameras, the City Commission must continuously improve safeguards to maintain public trust.

Often, conversations on the sidewalk have to cease while loud vehicles pass by. Either we need to strengthen our existing noise ordinance or law enforcement needs to prioritize enforcing the existing ordinance. Smoky air causes people to shut their windows on mild days. This should not be.

Small businesses getting off the ground have enough to worry about without the city making it harder. The city should allow all taxes to be paid online.

Although the meetings are LiveStreamed on the city’s website, meetings should also be livestreamed on popular platforms such as YouTube. We should also hold at least some meetings later in the day where more working people can attend. Currently the Q&A period is held AFTER votes are held. This must change. Currently meetings are broadcast after being held, but no livestream option is available. This needs to change.
