Chuck Horton is from Brunswick, Georgia. He earned a bachelor's degree in political science, a bachelor's degree in business administration, and a master's degree in safety education from the University of Georgia. He lives in Watkinsville, Georgia, with his wife, Brenda, and attends Oconee Presbyterian Church, where he is an elder. 

Chuck currently serves as a member of the Oconee County Board of Commissioners, representing Post 2. He was first elected in 2016 and is in his third term. Chuck previously served as the Post 4 commissioner of the Oconee County board of Commissioners. He served three terms from 2004 to 2012. Chuck also served on the Oconee County Board of Education. He served two terms from 1992 to 2000.

Chuck previously worked for the University of Georgia Police Department as Chief of Police.
