Lulu earned her bachelor's degree and law degree from the University of Texas at Austin. She lives with her husband Scott in Austin.

Lulu currently works as a partner at Hendler Flores Law, PLLC. She previously worked as director of legislative programs for the State Bar of Texas and assistant director for alternative fuels policy and legislation/governmental affairs at the Texas Railroad Commission. She also served as chief of staff to a member of the Texas House of Representatives.
