Ann is originally from Houston. She earned a bachelor's degree in sociology, a master's degree in public administration, and her law degree from the University of Texas at Austin. She lives with her husband, John, and has 4 adult children and 3 grandchildren. She is the congregation president at St. Martin's Lutheran Church. She previously was a PTA president.

Ann previously worked as executive director for the Ending Community Homelessness Coalition and the the director of development for Citizen Schools. She was a board member for the Texas State Society and worked as legal counsel for the United States Senate Judiciary Committee.
