James attended Salem High School. He is married to his wife, Lorrie, with whom he has 2 sons.

James previously worked as the Columbiana County Deputy Auditor and an auditor of the State Region Liaison. He also worked as the assistant treasurer of the Mahoning County Educational Service Center. 

James Armeni, Sr. currently serves as the Columbiana County Recorder. He was elected to this position in 2020 and is serving his first term. He also serves as a Perry Township Trustee. He was named to that position in 2018 and is serving his second term. He previously served as the Salem City Auditor. He was named to that position in 1998 and served for 3 full terms.
