Catherine was born in Cincinnati, Ohio. Catherine graduated with a bachelor's degree in English from the University of Maryland and a master's in education from the University of Washington. She has three children and resides in Cary with her husband, Jeff.

Catherine worked at West Johnston High School, where she taught English to 11th and 12th grade students. She used to work at the International Center for Leadership in Education as a education consultant and turnaround coach, a 
senior education advisor at the Office of the Governor, and at the The University of North Carolina as assistant vice president for academic and university programs.
