Tare is originally from Halifax County and graduated Weldon High School. He earned his associate's degree in criminal justice from the University of Phoenix, his bachelor's degree in international and comparative criminal justice from Kaplan University, and his bachelor's degree in business organization from North Carolina Wesleyan University. Tare and his wife, Monica, live in Warren County with their 4 children. They are members of Roanoke Salem Missionary Baptist Church in Garysburg.

Tare currently works as a state trooper for North Carolina State Highway Patrol. He has previously worked as a campus police officer in Jamestown and a narcotics officer with the Halifax County Sheriff’s Office. Additionally, he has been a small business owner.
