Jay was born in Chattanooga and raised in Fayetteville. He attended Fayetteville public schools and graduated from Davidson College, Columbia University School of International and Public Affairs, and North Carolina Central University School of Law. He currently lives in the Cameron Village neighborhood with his wife, and their 2 children.
