Roy earned his bachelor's degree in business administration from East Carolina University and his law degree from Campbell University School of Law. He is a member of St. Stephen United Methodist Church.

Roy previously worked as an attorney at the Law Office of Roy H. Wiggins, as an assistant district attorney for the Mecklenburg County District Attorney, and as an associate at Downer, Walters & Mitchener, P.A.

Roy H. Wiggins currently serves as a district court judge in Judicial District 26. He was first elected in 2018 and is serving his second term. He was appointed the chief district court judge in 2024. He previously ran for the Superior Court in District 26D in 2022, but did not win.

Roy H. Wiggins is currently a district court judge in Judicial District 26. He was elected in 2018 and is serving his second term. He was appointed the chief district court judge in 2024. He previously ran for the Superior Court in District 26D in 2022, but did not win.

- District Court judges hear civil, criminal, and juvenile cases. Civil cases dealing with divorce, child custody, and child support are heard in District Court. 
- Under the District Court, the magistrate can try small claims cases ($10,000 or less), landlord eviction cases, and suits for recovery of personal property. A magistrate is an independent judicial officer, recognized by the North Carolina Constitution as an officer of the district court. 
- District Court Judges are elected for a four-year term. Elections are partisan.
