Andrew earned his bachelor's degree in political science from The Citadel, and his law degree from Campbell University. He serves as a member of the North Carolina Innocence Inquiry Commission, and as the vice president of the North Carolina Conference of District Attorneys.

Andrew previously worked since 1994 as the chief assistant district attorney for the District Attorney's Office of District 19B. During his time in the U.S. Air Force, he also worked as a prosecutor.
