Bobby is a Fayetteville native and still lives there. He graduated from the United States Naval Academy and later received a master's degree in national security and strategic studies from the United States Naval War College. He is currently pursuing a second master's degree at the School for Public and International Affairs at the University of Georgia. Bobby is married.

Bobby served as a Global War on Terrorism veteran in the United States Navy, completing 22 years of commissioned service. He was previously an admissions counselor at the United States Naval Academy, peacekeeper for the United Nations Mission in Liberia, wargames planner for the Missile Defense Agency, and executive assistant to the Commander of Military Sealift Command.
