Ray earned his bachelor's degree in speech communication, another bachelor's degree in finance, and a master's of business administration from the University of Utah. Malnar and his wife Mary live in Glendale, and have 5 children and 10 grandchildren. He is part the Glendale Government Services Committee and the Maricopa County Association of Governments Economic Development Committee.

Ray owned and operated a valley-wide flooring maintenance and restoration company after a career in corporate accounting and finance management at UPS. He has served as a hearing officer for the Maricopa County Justice Courts from 2013 to 2022. 

Ray Malnar is currently a Glendale City Council member. He elected in 2015 in a recall election, officially elected in 2016, and is currently serving his second term. He chaired the Glendale Government Services committee for 1 year.
